Description of Programs and Services: MEDBANK of Maryland, Inc., a non-profit, 501(c)(3) corporation, is an innovative public/private partnership that helps low-income Marylanders obtain much-needed prescription drugs at no cost from pharmaceutical manufacturers through their prescription assistance programs (PAPs). Having first opened its doors in the spring of 2000 as a demonstration program, with significant corporate and foundation backing, the organization received a tremendous shot in the arm, when, in July 2001, Maryland legislators overwhelmingly approved the Senior Prescription Drug Relief Act. This legislation, coupled with additional dollars from House Bill 143, provided money to operate a statewide MEDBANK clearinghouse, through FY06, at a progressively lower funding rate each year. The program has met with tremendous success, having now grown more than ten-fold from its first-year, client enrollment of around 2,000 eligible state residents. MEDBANK serves as the state's vital link between the 130 PAPs currently operating in the United States, and the thousands of Marylanders they serve, by vastly streamlining the enrollment process and greatly expanding access to free medication for those who need it most. This model includes the following services: a "one stop shop" approach to qualifying and enrolling eligible patient participants; a state-of-the-art, central fill pharmacy which has begun to streamline the drug distribution process; high quality health care training and technical assistance, which includes a comprehensive community education component; a user-friendly, information and referral database to assist health care providers in the patient assistance planning process; and a coordinated Disease State Management Program (DSM), through which to track patient compliance with and progress around prescription drug usage.
