Donn Weinberg Begins Tenure as Chairman of the Board
Rachel Monroe Becomes New President
Judge Ellen M. Heller Begins Term as Trustee

BALTIMORE (February 23, 2010) – The Harry and Jeanette Weinberg Foundation, one of the largest private foundations in the United States, announced major leadership changes effective today. The Weinberg Foundation’s Board of Trustees, which is comprised of five Trustees – Shale D. Stiller, Donn Weinberg, Barry I. Schloss, Robert T. Kelly, Jr., and Alvin Awaya – unanimously voted in March 2009 for the leadership changes that go into place today. Donn Weinberg has assumed the position of Chairman of the Board and Rachel Monroe’s term as President has commenced. In addition, as named in the charter by Harry Weinberg, Judge Ellen M. Heller will begin as a Trustee of the Foundation. This change in leadership marks the first time the positions of Board Chair and President are separated into two different positions. Shale D. Stiller has served in both capacities since 2005, and from 1990 – 2005 Bernie Siegel held the joint position. Today also marks the first time a President for the Weinberg Foundation has been named that was not specified by Harry Weinberg in the Foundation’s charter.

Shale D. Stiller today concludes his originally agreed upon five-year term as President of the Weinberg Foundation in order to return as a partner to DLA Piper in Baltimore, one of the largest law firms in the world. Stiller is credited with making major changes in the Foundation’s professional structure, grant review process, and opening up the Foundation to the community as a much more visible, available and engaged foundation.

Donn Weinberg joined the Weinberg Foundation in 1993 as corporate counsel, and became a Trustee in 2002. His three-year term as Chairman begins today. In his new role as Chairman, Weinberg, who is the only family member at the private foundation, will serve as an ambassador for the Foundation both domestically and internationally, representing the Foundation’s interests and meeting with those served by the Foundation worldwide. Weinberg earned a B.A. degree from George Washington University in philosophy and communications, and a J.D. from the University of Baltimore School of Law where he served as editor-in-chief of the school’s law review. Weinberg currently serves on the boards of the Baltimore Community Foundation, The Philanthropy Roundtable, and the Jewish Funders Network.

Beginning today, Rachel Garbow Monroe assumes the role of President of the Weinberg Foundation. Monroe joined the Foundation in 2005 as the organization’s first Chief Operating Officer. During her tenure at the Foundation, significant changes have taken place including retention of a new team of more than 20 professional staff to execute the work of the Foundation, the creation and launch of the Weinberg Foundation’s Annual Community Gathering (more than 800 guests attended last year), a new Israel Mission Alumni Scholars Program, a new annual Employee Giving Program, and the new Maryland Small Grants Program (which has granted close to $12 million to several hundred nonprofits during its first two years). Monroe’s previous professional roles include serving as the Chief Operating Officer for The Associated Jewish Community Federation of Baltimore and as the Worldwide Director of Marketing for the international architectural firm Skidmore, Owings & Merrill. For five years, ending in 2005, Ms. Monroe served as an adjunct professor at Johns Hopkins University teaching a graduate nonprofit marketing course at the University’s Institute for Policy Studies. Monroe earned a B.A. from Northwestern University and an MM (MBA) from the J.L. Kellogg School of Management at Northwestern University, where she majored in marketing and nonprofit management. She was recognized by The Daily Record as a 2010 Influential Marylander, as one of Maryland’s Top 100 Women (2009 and 2007), and “40 Under 40” by the Baltimore Business Journal (2006). Monroe completed the Greater Baltimore Committee Leadership Program and the national Mandel Executive Development Program. Monroe is on the board of the Greater Baltimore Committee and Maryland’s Ronald McDonald House.

Judge Ellen M. Heller joins the Weinberg Foundation’s Board of Trustees for a term of six years. Judge Heller was appointed to the bench of the Baltimore City Circuit Court in 1986 where she served with distinction until her retirement in 2003 and was the first female Circuit Administrative Judge appointed in Maryland. In that position she oversaw major reforms to the Civil and Criminal dockets and implemented innovative alternative dispute resolution programs. She is a member of the American Law Institute. She is Chair and the past President of the American Jewish Joint Distribution Committee, an international humanitarian organization. Judge Heller is a Board member of the Board of Visitors of the U. of Md. School of Law, the Independent Lay Review Board of the Archdiocese of Baltimore, the Baltimore Community Foundation, and the International Advisory Board of the Johns Hopkins Bioethics Institute. She graduated with honors from both the Johns Hopkins University and the University of Maryland School of Law. For three consecutive years she was named one of Maryland’s Top 100 Women by The Daily Record and in 2003 received a Distinguished Graduate Award from the University of Maryland’s School of Law. She is a recipient of the American Jewish Committee’s Hilda Katz Blaustein Award and the Maryland State Bar’s Civility Award. In 2009 she was inducted into the Baltimore Jewish Hall of Fame, and in 2008, she was named to the Maryland Women’s Hall of Fame.

Both Rachel and Donn have had significant impact on the Foundation and will continue to do so in their new roles. In addition, we look forward to welcoming Ellen Heller as a new Trustee for the Foundation.
